Communication from the City Manager, Finance Director/Comptroller, and Director of Information Systems with a Request to APPROVE the LICENSE AGREEMENT for the Tyler ERP System with MUNIS and ENERGOV, and Associated Maintenance and Support Services.

BACKGROUND: Back in April of 2021, staff brought to City Council an agreement with Tyler to move to the Virtualization of our Tyler ERP System (MUNIS and Energov). This would have had these systems moved to cloud based systems not stored or managed by City Staff. At that point, Tyler had planned on requiring all clients to migrate to their virtual platform by 2022. As staff was working on the migration, the decision was made in late summer 2021 to delay the implementation. Tyler has subsequently also pushed a required virtual implementation to a future date. After thorough review, staff is recommending extending the current license agreement in lieu of the virtual project.
FINANCIAL IMPACT: The Virtualization agreement originally had a cost of $415,000 per year for annual maintenance. The ongoing costs of he license agreement would be $225,000 per year.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: MUNIS and Energov software will continue to have support and maintenance needs.
IMPACT IF DENIED: MUNIS and Energov will not have a maintenance and support agreement in place if we have issues with the software.
