A. ACCEPT a DEDICATION DEED from GREATER PEORIA MASS TRANSIT for a Strip of Land Between Their Campus at 2105 NE. JEFFERSON AVENUE and VAN BUREN STREET; and

B. ADOPT an ORDINANCE VACATING Approximately 304 Feet of the Alley from 205 VAN BUREN to 115 VAN BUREN, and 145 feet of NE. MADISON AVENUE Southwest of VAN BUREN STREET.

BACKGROUND: Greater Peoria Mass Transit (CityLink) proposes to construct a new building on their site at 2105 NE Jefferson Avenue. They have purchased several parcels between their existing facility and Van Buren Street, and they plan to expand onto these properties with the new building and a parking lot. To facilitate this construction, they are requesting that the City vacate the alley right-of-way and a portion of NE Madison Avenue that divides their property.

Before the City would allow the existing alley to be vacated or demolished, Greater Peoria Mass Transit was required to construct a new alley to connect the remaining alley to Van Buren Street in the proposed right-of-way dedication. To avoid damaging the new alley pavement during the construction of Greater Peoria Mass Transit's building and parking lot, the alley will be temporarily constructed with a rock surface. It will be maintained with a rock surface by the contractor until the surrounding work is complete. Once the surrounding work has been completed, the permanent alley will be constructed. Greater Peoria Mass Transit is obtaining a letter of credit or escrow for all alley construction that has not been completed at this time. The letter of credit or escrow will allow the City to have the work completed at no cost to the City if the contractor fails to complete it per plan.
