Title
Communication from the City Manager and Director of Community Development with a Recommendation to ADOPT an ORDINANCE Amending APPENDIX B, the Zoning Ordinance Relating to PRIVATE SIGNS in the PUBLIC RIGHT-OF-WAY.

BACKGROUND:  
Currently, the Zoning Ordinance (Section 17.10.a.(8)) includes a regulation prohibiting private signs located in the public right-of-way.  The management of public rights-of-way falls under the jurisdiction of the Public Works department, therefore an amendment to the Zoning Ordinance is proposed to remove this regulation and allow enforcement within the public right-of-way to remain with the Public Works Department.  
 
This will remove duplication of regulations and provide for clearer, simpler, and more efficient government action.

NEIGHBORHOOD CONCERNS:  N/A
                     
IMPACT IF APPROVED:   The Community Development department will no longer handle enforcement of private signs placed within the public right-of-way.  The Public Works department will continue to manage and enforce signs within the public right-of-way.
 
IMPACT IF DENIED:  The Zoning Ordinance will remain unchanged with the provision that private signs are prohibited in the public right-of-way.
