(Council Districts 1, 2, 4 & 5)

BACKGROUND: The City of Peoria was one of several communities that participated in the Tri-County Regional Planning Commission (Tri-County) grant application through the Illinois Department of Transportation's (IDOT) regional Highway Safety Improvement Program (HSIP). Tri-County was awarded a grant of $3,000,000. The City of Peoria share of this grant is $129,992.13. The grant has a local agency match. The City of Peoria's local agency match is estimated to be $12,999.21.

A local agency (not identified at this time, but not the City of Peoria) will be administering the grant. In the future, a Memorandum of Understanding (MOU) will be needed to formalize how the project will be handled and how invoices and reimbursement requests will be processed. At this time Tri-County is only requesting the resolution committing the funds to the grant. The MOU hasn't been finalized at this time.

The attached Guardrail Location Map shows the proposed project locations.

FINANCIAL IMPACT: There is funding for the City's local agency match in project R2012. The 2022 budget also has a request for funding for roadside safety improvements funds.

NEIGHBORHOOD CONCERNS: Guardrails are a safety measure to protect the traveling public. Replacing guardrails in need of repair improves neighborhood safety.

IMPACT IF APPROVED: The City will work with Tri-County to receive the IDOT HSIP grant funds to replace guardrails in need of repair.
