Communication from the City Manager and Corporation Counsel with a Request to APPROVE a Franchise AGREEMENT with COMCAST for CABLE SERVICES.

BACKGROUND: The Corporation Counsel’s Office has negotiated a renewal of Comcast’s franchise agreement with the City. Along with one other franchise holder, it is the only cable television service provider (exclusive of satellite television services) possessing a franchise agreement with the City. The Council, if it so desires, will need to approve the draft of the Franchise Agreement and authorize the City Manager to execute the same.
FINANCIAL IMPACT: The City will realize franchise fees in the amount of 5% of the Grantee’s (COMCAST) Gross Revenues, and a 1% PEG fee (which may only be used for capital expenditures relating to PEG operations).
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: This will allow continued provision of cable services for the community by a long-time service provider, which will insure competition in the cable services industry in Peoria.
IMPACT IF DENIED: There will be only one cable television provider in the City of Peoria.
