BACKGROUND: Public Works is continuing the Pavement Preservation Program to preserve roads in good condition, to prolong their lifespan, and delay costly major reconstruction projects. The slurry seal is an asphalt emulsion spread on a paved surface that extends the life of the pavement.

Public Works prepared the contract specifications and advertised for bids. Bids were received and opened on June 1, 2023, with one bidder submitting. There are not many contractors in this area who perform this type of specialty work. See the attached map of the streets to be treated in 2023.

Engineer's Estimate $553,381.25

Microsurfacing Contractors, LLC is a local contractor that has successfully performed work for the city in the past.

The subcontractor utilization statement submitted by the Microsurfacing Contractors, LLC proposes using no subcontractors because no M/WBE have the equipment or the necessary qualifications to perform slurry seal.

In the past Slurry Seal 2022 Project, the contractor's minority and female workforce utilizations were 22.64% minority (18% goal) and 0% women (3% goal).

Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.

FINANCIAL IMPACT: The project is funded through the Community Investment Plan Project Pavement Preservation - Implementation and project number R2312 and the Downtown TIF Fund as approved by Council (Item 23-194).
