Communication from the City Manager and Director of Community Development with a Request to Concur with the Recommendation from the Planning & Zoning Commission and Staff to ADOPT an ORDINANCE Amending APPENDIX A, the Unified Development Code, Relating to OUTDOOR STORAGE AND DISPLAY.

BACKGROUND: The proposed text amendment states that the outdoor sale, lease or rent of manufactured/modular buildings shall not be considered merchandise, material or equipment, and therefore shall not be required to be screened. However, parking lot perimeter landscaping requirements are required. Currently, motor vehicles for outdoor sale, lease or rent are subject to the same regulations.
The Planning & Zoning Commission found that the request met the Findings of Fact and voted 4 to 0 to APPROVE.

IMPACT IF APPROVED: The outdoor sale, lease or rent of manufactured/modular buildings, as a permitted use, will not be required to be placed in an enclosed building or screened from view.
IMPACT IF DENIED: The outdoor sale, lease or rent of manufactured/modular buildings will be considered merchandise, material or equipment, and will be subject to screening requirements such as placement in an enclosed building or a 100% opaque visual barrier.
