Communication from the City Manager and Director of Human Resources with a Request to Authorize the City Manager to Extend the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and IBEW LOCAL 51 Covering the Period from December 1, 2018, through November 30, 2021.

BACKGROUND: The City and IBEW Local 51 conferred and agreed to extend the current collective bargaining agreement for an additional three (3) years.
The Union membership ratified the tentative agreement on December 17, 2018. The major provisions of the agreement include:
• Term of Agreement - Three (3) years (12/01/18 - 11/30/21)
• Based on the recent Janus decision, the parties agree to nullify language in the contract requiring employees to join a labor union.
• General Wage Increases:
12/01/18 12/01/19 12/01/20
1.25% 1.75% 2.0%
FINANCIAL IMPACT: Funding for increases is allocated in current budget.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: Provides opportunity to make long-range budgetary plans regarding personnel costs and provides labor stability.
IMPACT IF DENIED: No agreement with IBEW will exist. Additional negotiations will ensue. The potential remains for a work stoppage to occur.
