Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of STARK EXCAVATING, INC. and AWARD the Construction CONTRACT in the Amount of $5,341,982.77, plus 10% Contingency for a TOTAL CONTRACT of $ 5,876,181.05 for the MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION PROJECT. (Council Districts 1 & 2)

BACKGROUND:
This amended City Council Item #18-060 is being made available due to the bids being opened on Friday, March 9th. This date coincided with the IDOT State letting, the original date that this project would have been available for letting.
The timeliness of this amendment could allow Construction Contracts to be issued to promote Construction activity in April, which then allows the schedule to reopen the bridge to pedestrian and vehicular traffic before winter 2018-19.
Construction of this project is being substantially funded with federal funding, thus holding to State law for the award to the lowest responsible bidder per 44 Illinois Administrative Code Part 650 and Part 6.
The City was effective at negotiating with IDOT to move this project from a State-held contract to a more time-efficient Local-held contract. City Council authorized this process as Item #17-380. IDOT and FHWA approved this request. City staff took several steps to accelerate the project letting cycle to allow the project to move forward to give the best opportunity to reopen the site to vehicles and pedestrians by end of 2018 construction season.
The MacArthur Highway Bridge Reconstruction Project was advertised through the IDOT Contractor Bulletin for 21 days, through PJ Star, the City's e-alerts system, and also through eprismsoft.com's notification system. Bids were opened on Friday, March 9, 2018 with three bids received as follows:
