BACKGROUND: In 2007, the Police Department started a transition to the wireless digital in-car video camera program for our squad cars. The L3 server that stores the video from the in-car video systems had the storage capacity increased in 2012 to 17 TB. This server is currently out of warranty, cannot be expanded further, and is no longer supported by L3 as of September 2017.

We currently have 92 in-car and interview room video systems in use. We also use the L3 server to store photo evidence that our officers take at crime scenes. The current video resolution being recorded is standard definition. With the transition to the new DVR's being purchased with the ability to record in high definition and the current practice of storing photographic evidence from officers, the police department would be required to increase the storage capacity of the new L3 server.

L3 Mobile Vision, Inc. is the sole source vendor for our wireless digital video camera program. The current digital in-car video camera systems and the system infrastructure were purchased through L3 Mobile Vision Inc. For Compatibility and consistency of interoperability within our current system, new additions and replacements must also be acquired through the same vendor.

FINANCIAL IMPACT: The total cost of a L3 server and the necessary peripherals is $36,516.85. We are requesting $5,000 from Capital Improvement Project account CB 1852-Police Technology and $31,516.85 from Capital Improvement Project account CB1752-Police Technology.
