BACKGROUND:
In late 2016, the City of Peoria Community Development Department submitted an application to IHDA for a competitive grant from the Affordable Housing Trust Fund Home Accessibility Program (HAP). This program provides accessibility modifications to houses for very low income elderly and disabled residents. The goal of the program is to prevent premature or unnecessary institutionalization of senior citizens and persons with disabilities by funding repairs that will allow residents to remain in their homes.

The City was awarded $144,450 in grant funds from IHDA. These funds may be used for required inspections, project delivery costs, administration, and construction costs of approved modifications. A minimum of nine projects will be completed.

Participants must meet all IHDA eligibility requirements including a household member who is elderly or disabled and the household meeting IHDA income limits. Upon approval of the resolution, it is anticipated that funds will be available in May 2017 and must be expended by March 2019.

FINANCIAL IMPACT: The City of Peoria will receive a grant from IHDA in the amount of $144,450 to provide accessibility modifications for low income elderly or disabled residents.

NEIGHBORHOOD CONCERNS: There is a continued need for additional resources to assist low income elderly and disabled residents to be able to remain in their homes. The Community Development department receives many call for assistance for this type of program.

IMPACT IF APPROVED: The City would have $144,450 in grant funds to operate the Home Accessibility Program.
