BACKGROUND: The Peoria Fire Department is currently using a traffic signal preemption system at 60 intersections. The system allows firefighters to traverse safely through major intersections in the City. Traffic Control Corporation is the sales agent for the GPS Opticom control system. Traffic Control Corporation will provide on-site programming of the system and City electricians will install the equipment.

FINANCIAL IMPACT: Funding for this purchase will be provided from the Capital Improvement Budget, traffic preemption projects E1806 $25,303, R1915 $ 58,580, T2006 $ 42,500 and Outdoor Warning System project E1904 $20,000. For every 5 intersections purchased, there is 1 provided at no cost. Four of the intersections are being provided at no additional cost, a savings of $ 24,360.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: Firefighter and citizen safety will be enhanced at the intersections upgraded. Studies have shown that traffic preemption systems can improve response time of fire apparatus by 20% and reduce accidents at controlled intersections.

IMPACT IF DENIED: Response time would not be improved at those intersections slated for upgrade.
