Communication from the City Manager and the Fire Chief with a Request to ADOPT an ORDINANCE Creating ARTICLE IV (Lift Assistance) of CHAPTER 11 of the Fire Prevention and Protection Code of the City of Peoria Allowing for a LIFT ASSIST COST RECOVERY FEE to be Charged to Assisted Living Facilities, Life Care Facilities, and Nursing Care Facilities.

BACKGROUND: The Fire Department provides lift assistance (physically moving a person who does not require emergency medical treatment or transportation) to assisted living facilities and nursing care facilities on a frequent basis.

Providing lift assistance limits the fire department's personnel in their ability to provide emergency services to other areas of the City. In 2019, the Fire Department responded to eighty-five (85) lift assistance incidents to these facilities.

It has been determined by City Council that Assisted Living Facilities, Life Care Facilities, and Nursing Care Facilities shall be charged a Lift Assist Fee for such services. The City shall charge a fee to these facilities in the amount of $400.00 per lift assist incident.

As per City Council request, the Fire Department has determined that the approximate cost of each lift assist incident is $1,250.00.

FINANCIAL IMPACT: The City will recover partial costs of services rendered by the Fire Department for non-emergency lift assistance incidents.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: The City will be partially compensated for non-emergency services rendered by the Fire Department.

IMPACT IF DENIED: The Fire Department will continue to render non-emergency services to facilities for lift assistance, limiting their response availability to emergency incidents in other parts of the City.
