Communication from City Manager and Director of Public Works with a Request to APPROVE the Selection Process and an AGREEMENT with DATA TRANSFER SOLUTIONS, LLC., in the Amount of $118,850.00, for Collecting, Processing, and Updating the Pavement Condition Index (PCI) for 2017 and Providing the Pavement Condition Index Report.

BACKGROUND: On January 4th and 5th, 2017, Public Works Staff advertised a Request for Proposals on the city's web site and in the Journal Star for a qualified firm to collect, process, and create a GIS-based data management system for street assets.

Submittals were accepted on January 26, 2017 at 11:00 A.M. with four teams submitting: Applied Pavement Technology, Inc. and Crawford, Murphy & Tilly, Inc.; Data Transfer Solutions, LLC (DTSGIS), Farnsworth Group Inc. and Cloudpoint Geographics, Inc.; Engineering & Research International, Inc. and TERRA Engineering Ltd.; and Infrastructure Management Services, LLC (IMS).

A review committee consisting of Public Works Director Scott Reeise, City Engineer Bill Lewis, Traffic Engineer Nick Stoffer, Civil Engineer Andrea Klopfenstein and GIS Asset Management Coordinator Alyssa McClain reviewed and scored the submittals.

The selection team met to discuss the results and, after deliberation, the selection committee chose the Data Transfer Solutions, LLC (DTSGIS), Farnsworth Group Inc. and Cloudpoint Geographics, Inc. team.

This PCI Update 2017 project will create a second data point for the pavement condition index. More data points help the PAVER software to more accurately predict the condition of our pavement over time and to evaluate the impacts of different budget scenarios.
