Communication from the City Manager with a Request to ADOPT an ORDINANCE Relating to the Creation of the KNOXVILLE JUNCTION SPECIAL SERVICE AREA, Conduct and Adjournment of the Public Hearing, and Providing for a Period of Objection. (3rd District)

BACKGROUND:  On February 24, 2015, the City Council adopted an ordinance that set a public hearing for the proposed KNOXVILLE JUNCTION SPECIAL SERVICE AREA (SSA) on March 24, 2015.  That public hearing was conducted earlier in this meeting.  The attached ordinance is the next step in the creation of the SSA.  It does two things:
 
1.      Acknowledges that the public hearing was held and adjourned and that all proper noticing requirements were met.
2.      Establishes a sixty-day objection period.
 
At the first City Council meeting after the close of the objection period (May 26, 2015), the City Council will be asked to approve an ordinance creating the Special Service Area.
 
FINANCIAL IMPACT:  None.  This is an interim step in the SSA creation process.
 
NEIGHBORHOOD CONCERNS:  Any concerns would have been expressed at the public hearing held immediately before this action.
      
IMPACT IF APPROVED:  The public hearing will be adjourned and the waiting period would begin.
 
IMPACT IF DENIED:  The SSA would not proceed towards creation on May 26, 2015 and the project would likely be halted.
