Communication from the City Manager and Fire Chief with a Request to APPROVE a Two-Year CONTRACT with TARGET SOLUTIONS LEARNING, LLC for Training Software that would Allow the Fire Department to Schedule, Track, and Monitor Mandated Training for all Fire Personnel, in the Amount of $15,035.00 for 2020 and $15,474.00 for 2021, for a total of $30,509.00.

BACKGROUND: The Fire Training Academy schedules and monitors all mandated training of Fire Department personnel. Target Solutions Learning, LLC will provide software that better enables the scheduling and monitoring of training by providing online training courses that are compliant with NFPA codes and standards and accredited continuing education courses.

Target Solutions Learning, LLC features more than 2,500 online courses for all types of government agencies. The software includes more than 450 hours of fire department training, including 250 hours of Fire & EMS continuing education training and 50 hours of OSHA safety training.

This software makes it possible to track every aspect of the Fire Department's training and compliance program through recordkeeping technology.

Target Solutions Learning, LLC provides a waived $1,500.00 setup fee if the proposal is signed by December 31, 2019.

The Fire Training Division has had cuts to their personnel over the last several years. Due to this lack of personnel, mandated training has fallen behind and inconsistent. The Training Division currently uses a manually generated program consisting of spreadsheets and "check-off" lists to schedule and monitor training. Timely, consistent, and completed training of Fire Department personnel is imperative in maintaining the safety of personnel and the community.

FINANCIAL IMPACT: The cost will be from the Fire Department's operational budget line item 101-2233-50.3999 which added $15,000.00 per year for 2020 and 2021 as per the City Manager's approval.
