Communication from the City Manager and the Community Development Director with a Request to Concur with the Recommendation from the Planning and Zoning Commission and Staff to ADOPT an ORDINANCE Amending the OFFICIAL ZONING MAP of the City of Peoria and to Rezone Property from the CN (Neighborhood Commercial) District to I-2 (Railroad/Warehouse) District, for the Property Located at 105 SOUTH STREET and 2200 SW WASHINGTON STREET (18-17-257-016 and -017), Peoria, Illinois.

BACKGROUND:
The Planning and Zoning Commission VOTED 6 - 0 TO APPROVE the rezoning request.

The subject property is one of the final towing companies under review as part of a project to determine the Zoning status of existing tow companies; and related eligibility to remain on the official Tow Rotation for the City of Peoria Police Department.

As currently zoned, a towing and impound lot is not permitted at the subject property. The petitioner requests a rezoning from CN (Neighborhood Commercial), to I-2 (Railroad/Warehouse Industrial), to allow for the existing towing and impound lot to lawfully continue. Separate from the rezoning request, certain site improvements, such as paving and screening, will be required.

FINANCIAL IMPACT: N/A

NEIGHBORHOOD CONCERNS: No public comment was given during the hearing.

IMPACT IF APPROVED: The land currently zoned CN (Neighborhood Commercial) will be rezoned to I2 (Railroad/Warehouse Industrial) District. This is consistent with a trend of industrial rezoning on the river-side of Washington.

IMPACT IF DENIED: The property will remain zoned CN (Neighborhood Commercial). The existing towing use will remain non-conforming; and future industrial use of the property will not be permitted.
