Communication from the City Manager and the Director of Public Works with a Request to Approve a CONTRACT with ILLINOIS OIL MARKETING, in the LOW BID Amount of $84,300.00, for Replacement of the IN-GROUND HEAVY EQUIPMENT LIFT in the Fleet Maintenance Garage.

BACKGROUND: The lift to be replaced is the original lift that was installed 1986 and is the type required to service the large snow plows and heavy equipment in the city's fleet. Upon inspection, the lift's safety locks were found to be failing, causing a serious safety hazard for the mechanics. In addition, Facilities Operations staff has made repairs to the underground hydraulic system, due to rusting pipes.

City Staff prepared bid packets for the removal and replacement of a 75,000 pound lift with a 161 gallon, 10 HP power unit. A pre-bid meeting was held on November 18th at 2:00 p.m. Twelve (12) bid packets were solicited and two (2) bids were received and opened on Wednesday, December 2nd, as follows:

The Good Faith Efforts documentation submitted by Illinois Oil Marketing Equipment has been reviewed and approved by the Equal Opportunity Manager.

The Company will be utilizing a WBE to perform trucking services equaling less than one percent of the bid amount.

FINANCIAL IMPACT: Funding will be taken from the Fleet fuel operating account line #101-3122-548.41-04.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: This nearly 30 year old lift will be replaced, providing a safer working environment for Fleet mechanics.

IMPACT IF DENIED: The lift will become unsafe and, therefore, unusable to work on heavy equipment in the city's fleet. This will cause time delays to get vehicles back on the road.
