BACKGROUND: Under Item #15-376, City Council approved the 2016-2017 Biennial Budget tax levies to fund road and bridge repairs. The funds generated from this levy have gone toward several road projects in the City limits during 2016. Both the Dries Lane and the Dennis Court projects had been put on the residential reconstruction list for work.

The Public Works Department investigated pavement condition for City streets and found Pavement Condition Index (PCI) ratings. Dries Lane, between Gilbert Avenue and Wilcox Avenue, was rated 49 on the index and Dennis Court, between Golf and Village Drive was a 27. Full reconstruction is recommended for anything below a PCI of 50.

The Public Works Department implemented pavement thickness standards to the infrastructure improvements along Delmar Court, Columbine Drive, and Stenning Drive in 2016, as adopted in the Manual of Practice (MOP). The MOP puts forth two options for contractors' bids to reconstruct roads, by putting back either a full-depth asphalt roadway or a roadway with concrete base and an asphalt overlay. Both of those options had been used in 2016 with competitive bidding allowing both options to be constructed by a wider range of local contractors.

The Dries Lane and Dennis Court Reconstruction Project was advertised and bids were opened on March 29, 2017 with 7 bidders making both base and alternate bids, received as follows:
