Communication from the City Manager and Director of Public Works with a Request to APPROVE a PROFESSIONAL SERVICES AGREEMENT with MIDWEST ENGINEERING AND ASSOCIATES, for an Amount Not to Exceed $49,470.00, for the NATIVE PLANTING CITY FACILITIES PROJECT.

BACKGROUND: The existing Public Works facility consists of parking lots and various landscape areas with turf grass, trees, shrubs, etc. The facility does not currently include any defined walkways. To reduce stormwater runoff, improve infiltration, and to reduce the maintenance cost of mowing, turf grass areas at the Public Works Facility will be converted to native prairie. A walking path and educational signage will also be added. The project will be a demonstration project for other property owners who may be interested in reducing stormwater runoff by adding native plants.

Midwest Engineering and Associates scope of services includes the preparation of plans specifications and bidding documents as well as preparing a 3-5 year maintenance plan for the plant establishment period. After the project goes to bid, the firm will provide technical support throughout the construction of the project.

FINANCIAL IMPACT: The contract will be funded out of the CIP project Native Planting City Facilities O2210.

NEIGHBORHOOD CONCERNS: Replacing turf grass areas with native prairie plans will reduce stormwater runoff and maintenance costs as well as build a native plant habitat. Educational signs will promote public education on the benefits of native landscaping.

IMPACT IF APPROVED: Native Planting City Facilities project will continue with plans and specifications created, the project going out to bid and the native plants will be constructed.

IMPACT IF DENIED: Plans and specifications will not be prepared, and the Native Planting City Facilities project will stop.
