BACKGROUND:
The Peoria Police Department and ELITE(Economic Leaders Integrating Trained Employable Youth) work together assisting young men and women in our community with the goal of becoming successful and productive citizens by emphasizing responsible conduct, education, and community service. ELITE founder, Carl Cannon, requested assistance in securing a donated high occupancy vehicle that would assist ELITE with transportation to community events such as Steamboat Days, Heart of Illinois Fair, Heritage Days, and March Madness.

The Plymouth Voyager Minivan is 15 years old and no longer serves a valued purpose within the police department vehicle fleet. The vehicle originally served the needs of the now retired Community Services Unit. Donating this vehicle to the ELITE Program will continue in its role of providing valuable and worthwhile service to the community.



FINANCIAL IMPACT: The possible loss of revenue from auction of approximately $1,300 based on trade-in value.

NEIGHBORHOOD CONCERNS: None

IMPACT IF APPROVED: This well used vehicle will be available to serve Peoria's youth through the ELITE program. The Police Department will no longer have to store and maintain a vehicle that is now out of service.

IMPACT IF DENIED: The vehicle will not be donated to ELITE and they will have to seek an alternative resource.

ALTERNATIVES: The Police Department may strip the vehicle of its identifying police markings and equipment and put it out to auction or trade in on new purchase (Its exact value is difficult to determine but it is estimated to be somewhere between $1,000 and $1,300).
