BACKGROUND: The City could not come to terms for right of way acquisition with the owners of the property located at 10308 N. Route 91, the northeast corner of the Illinois Route 91/Grange Hall Road. Portions of this property are required to reconstruct the intersection which connects the planned Orange Prairie Road extension. The Illinois Department of Transportation used the 'quick-take' procedure to acquire the right of way at a compensation amount determined by the courts. The court date was March 7, and the payment was delivered as settlement on March 14.

This was the final property acquisition for the final phase of the Orange Prairie Road extension. The project construction contract will be advertised for bid in March. Construction should begin in May or June and should be substantially completed in November.

FINANCIAL IMPACT: The total of $2,275.00 was paid to the Peoria County Treasurer from Project E10010 (Orange Prairie Road Extension), which is funded through a State Capital Bill. Right-of-way acquisition is budgeted from those funds.

NEIGHBORHOOD CONCERNS: This project will allow better access to this portion of the City. The development community in this area is very interested in the construction of this project. Two neighborhood meetings have been held to gather public input on the project.
