Communication from the City Manager and the Public Works Director with a Request to Approve VENDORS FOR 2014 STREET MAINTENANCE MATERIALS. [All Council Districts]

BACKGROUND:
Bids for the 2014 Street Maintenance Materials were received and opened on February 13, 2014. The bids listed in bold type on Attachment No. 1 are recommended for approval.

In several cases on Attachment No. 1, contract awards for materials are recommended to more than one firm for several reasons:
1. The location of the vendor's facility is the determining factor, based on job site location in order to allow for reduced delivery times.
2. Some vendors do not provide all materials every day. The selection of two vendors provides Staff with a supply choice to assure materials are available on the scheduled work day.
3. On December 11, 2012, Council adopted changes to the City Code regarding Purchasing. One of the items included was language addressing "local" purchasing. To encourage procurement of goods and services from companies within the corporate limits of Peoria by incentivizing their participation in the bid process, local vendors are given a 3% bid advantage over non-local vendors. This rule did not affect any of the bids.

FINANCIAL IMPACT: Funding for these expenditures is provided in the 2014 Operations Budget Account Numbers for Public Improvements: Castings 101-3120-542.44-06, Cold Mix Patch 101-3120-542.44-08, and Traffic Parts & Supplies (Thermoplastic) 101-3351-544.49-04.

NEIGHBORHOOD CONCERNS: The approval of this request will enhance the citizen's quality of life by ensuring materials will be available for street maintenance.

IMPACT IF APPROVED: Important annual street, storm sewer and alley maintenance activities will continue.

IMPACT IF DENIED: Materials will not be available for annual street maintenance, resulting in infrastructure deterioration and additional work later, at additional cost.
