Communication from the City Manager and the Community Development Director with a Request to Authorize the Community Development Department to Hire a ZONING ENFORCEMENT INSPECTOR.

BACKGROUND: During the 2011 budget cycle the Planning and Growth Department eliminated the Zoning Enforcement Inspector position due to budget constraints. Since that time, all zoning enforcement actions/complaints have been handled by the Senior Urban Planners on staff. It is not an efficient or cost effective process to have advanced senior level staff handling enforcement cases that entail field investigation and a significant amount of travel time. Senior Urban Planners will continue to manage advance cases that require a higher level of expertise. The Senior Urban Planners will have additional time to focus on the areas/action items identified in the City of Peoria Strategic Plan.

The addition of a Zoning Enforcement Inspector position will increase the service level being provided to the citizens of Peoria as cases will be handled in a more timely fashion and enforcement can be more pro-active. The Zoning Enforcement Inspector will be responsible for all complaints related to illegal signs, parking on unpaved surfaces, illegal home occupation, etc.

The cost of adding the additional position to the Community Development will be cost neutral to the City of Peoria. The City will charge a greater percentage of other positions within the Department to federal funding sources.

FINANCIAL IMPACT: Based on staff retirement salary savings and changes to how the Community Development Department allocates federal funding administrative dollars, the additional position is cost neutral to the City of Peoria budget.

NEIGHBORHOOD CONCERNS: The City of Peoria will see more pro-active zoning enforcement and an increase in the service level provided for zoning enforcement.
