A. Approve AMENDMENT #1 to MASTER SERVICES AGREEMENT #12-173 with CRAWFORD, MURPHY & TILLY, INC. for an Additional $190,000 for Design Engineering Services for ARTERIAL OVERLAY PROJECTS for a Total Master Services Agreement, in the Amount of $745,000;
B. Approve the SUPPLEMENTAL MOTOR FUEL TAX RESOLUTION in the Amount of $580,000.00 for Surveying, Engineering, and Land Acquisition Services of the UNIVERSITY STREET IMPROVEMENT PROJECT (Nebraska Avenue to War Memorial Drive). [District 2]

BACKGROUND:
1) On April 24, 2012, Council approved Master Services Agreement #12-173 with Crawford, Murphy & Tilly, Inc. (CMT) in an amount not to exceed $555,000 for Arterial Overlay Program Engineering Services. The projects on the Master Services Agreement included University Street (War Memorial Drive to Marlene Avenue - completed 2013), University Street (Nebraska Avenue to Forrest Hill Avenue - to be completed 2015), University Street (Forrest Hill Avenue to War Memorial Drive - to be completed 2015/16), and Forrest Hill Avenue (Sheridan Road to Knoxville Avenue - to be completed 2014).
The University Street project (Nebraska Avenue to Forrest Hill Avenue) was originally, completely designed as a 4-lane cross section. However, after three public meetings, Council approved on February 11, 2014 (Item #14-057) a 5-lane configuration with a total construction cost of $4,475,000. The cost presented to Council on February 11, 2014 included dollars for the redesign of that section from a 4-lane configuration to a 5-lane configuration, ROW acquisition and acquisition services, and construction. Designing a 5-lane configuration will require additional funds in the amount of $154,230 for a total work order of $347,705 (9.9% of construction estimate).
