BACKGROUND: The City purchased the property at 3560 SW Adams Street in 2013 in an effort to clean up the Southern Gateway. Staff has been working with the Illinois Environmental Protection Agency (IEPA) to address a number of concerns on this property, which experienced illegal dumping for many years. Public Works and Community Development Staff have coordinated to identify and prioritize the cleanup efforts at the site. Step 1 of the process is to haul all the dumped clean construction debris to the Peoria Landfill, at a rate of $25/ton. It is anticipated that 1200 tons of clean construction debris will need to be removed per the IEPA. Staff has worked with Illinois Civil Contractors, Inc., who is willing to donate two pieces of equipment to load the clean construction debris, so that the only cost incurred by the City on this step of cleanup is trucking and dumping fees. It is anticipated that these costs will be approximately $38,000. Step 2 will consist of having three drop off boxes placed on-site and Public Works hiring four temporary maintenance workers for 1 week to load the drop off boxes with electrical equipment, and landscape and household waste. The anticipated cost for Step 2 is $10,000. Community Development is working with the IEPA for assistance on the remaining tire clean up on site.

FINANCIAL IMPACT: E14008; $100,000 was budgeted for this cleanup effort in the 2014 Community Investment Plan. Currently, project E14008 has $35,000 remaining in the project; therefore, an additional $13,000 will be needed to complete this phase of the clean up. A budget amendment is included on the Council agenda recommending the use of the Eagleview TIF fund balance in the amount of $13,000.
