Communication from the City Manager and the Finance Director/Comptroller with a Request to ADOPT an ORDINANCE AMENDING THE CITY OF PEORIA BUDGET FOR FISCAL YEAR 2014 Relating to the Use of the Eagleview TIF Fund Balance, in the Amount of $13,000, to Clean Up Construction Debris on the Property Located at 3560 SW Adams Street. (Budget Amendment requires 2/3 affirmative votes of those voting.)

BACKGROUND:
The City purchased the property at 3560 SW Adams Street in 2013 in an effort to clean up the Southern Gateway. Staff has been working with the Illinois Environmental Protection Agency (IEPA) to address a number of concerns on this property, which experienced illegal dumping for many years. Public Works and Community Development have coordinated to identify and prioritize the cleanup efforts at the site. Per the IEPA, it is anticipated that 1200 tons of clean construction debris will need to be removed. Public Works will also have three drop off boxes on-site and will hire four temporary maintenance workers for one week to load the drop off boxes with electrical equipment, and landscape and household waste. The total anticipated cost for to complete these items is $48,000. The 2014 Community Investment Plan included $100,000 for this cleanup effort. Currently this project (E14008) has a remaining balance of $35,000; therefore, an additional $13,000 is needed to complete this phase of the cleanup. Staff is recommending the use of the Eagleview TIF Fund balance in the amount of $13,000 as a source of funding to complete this phase of the cleanup.

FINANCIAL IMPACT: $13,000 from the Eagleview TIF fund balance will be expended to complete the cleanup.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: Staff will start the cleanup of 3506 SW Adams Street in the Southern Gateway area of the City.

IMPACT IF DENIED: The cleanup efforts will be delayed.

ALTERNATIVES: As Council directs.
