Communication from the City Manager and Community Development Director with a Request to Approve the Recommendation from the Human Resource Commission for 2014 CDBG PUBLIC SERVICE FUNDING, in the Total Amount of $237,285.00.

BACKGROUND:  As directed by the City Council, City staff and the Human Resources Commission undertook a lengthy review of the CDBG public service application process culminating in the adoption of 10 changes utilized in making this recommendation. See Attachment B. For the 2014 funding year, 24 applications from 16 organizations were submitted requesting $633,711 in CDBG public service funds. The funding requests represented over two and a half times the amount available.
 
The City Council and HRC CDBG adopted public service ranking and funding priorities for 2014 are:
·      Youth Services (ages 13 through 19),
·      Abused and Neglected Children Services,
·      Senior Services,
·      Mental Health Services, and
·      Child Care Services (birth through age 12).
 
2014 application process
 
·      On December 31, 2013 staff mailed 116 letters to religious and social service organizations announcing the public service program.
·      On January 17, 2014 staff published a legal ad announcing that application materials were available to the public on the City's web site.
·      Application training was held on January 31, 2014 with 27 people attending.
·      The deadline for the receipt of applications was February 14, 2014. Twenty-four applications were received.
·      The HRC picked up a copy of the applications the following week.
·      Clarification presentations were conducted on February 26, 2014 with presentations made by all 24 applicants. Presenters also answered questions from the Commission.
·      HRC Commissioners delivered their application ranking and budget recommendation forms to the Community Development Department by March 14, 2014. The scores and funding recommendations were averaged by staff.
·      The full HRC met on March 26, 2014 in special session where they unanimously recommended that the highest ranked 20 CDBG applications receive partial funding at the level indicated on Attachment A.

FINANCIAL IMPACT:  The allocation of the fiscal year 2014 CDBG Public Service Set-Aside funds will provide special services to Peoria low-income residents.
 
NEIGHBORHOOD CONCERNS:  Substantial opportunity for input was provided during this process.  No concerns were submitted.
      
IMPACT IF APPROVED: Funding would be awarded for activities specifically designed to provide needed services for lower income Peoria residents.
 
 
IMPACT IF DENIED:  Funding would not be awarded for activities specifically designed to provide needed services for lower income Peoria residents.
