BACKGROUND: After the heavy storms and flash flooding that occurred in April and June, 2013, one very significant repair issue discovered was the failing culvert and headwalls on Poplett Hollow Road. Some of the repairs were eligible for FEMA funding (an estimated $29,800).

On June 10, 2014 the bids were opened for the Poplett Hollow project. The bid was over the engineer's estimate, so a value engineered proposal was submitted by Otto Baum. The value engineered proposal was approved by City Council for $269,983.00 on July 8, 2014 under Item No. 14-283.

The project encountered some unforeseen construction-related issues. Two issues were caused by the existing private wall in the right-of-way, which was not built with a footing. The excavation near the wall caused the wall to fail. The wall was reconstructed out of the right-of-way. The lack of footing also triggered the culvert end section to be adjusted. A large storm event occurred after the existing culvert was removed, and the soil was exposed to the flow of the water from the creek. This caused the soil to be unsuitable for the new culvert, requiring removal and replacement of the unsuitable soils with suitable backfill.

FINANCIAL IMPACT: With these changes, the contract is 6.7% over the estimated cost. The cost for the Final Pay Estimate will be funded by drainage program Project D13000.

NEIGHBORHOOD CONCERNS: Completing repairs to the public storm sewer system promotes reliable storm water drainage, and enhances neighborhood safety and appearance. This culvert is under the only access road for several homes.

IMPACT IF APPROVED: The contractor will be paid and the project will be closed.
