B. An ORDINANCE Amending APPENDIX C, the Land Development Code, Relating to MURALS. PZ 15-C

BACKGROUND:

STAFF COMMENTS:
Staff has received requests to allow murals on historic property, particularly in the Warehouse National Register District. The current Ordinance prohibits murals on 1) historic or conservation landmarks; and, 2) buildings identified as contributing structures in historic or conservation districts. To accommodate the requests, Staff proposes to amend the Ordinance as described in this memo and the attached draft Ordinances.

The proposed amendments are intended to allow expanded options for murals, while continuing to protect the historic integrity of landmarks and districts, as follows:

1. Allow murals on all structures designated as historic or conservation landmarks, or within such districts, subject to specific requirements. This includes local and national designations, contributing and non-contributing structures.

2. Require murals on historic property to be attached to buildings through masonry joints, in order to be removable, and minimize potential damage.

3. Prohibit murals on historic property from covering openings or other historic or character-defining features.

4. Continue to require Site Plan Review Board (SPRB) approval for murals.

5. In addition to SPRB, require a Certificate of Appropriateness from the Peoria Historic Preservation Commission for murals placed on property containing a local historic designation.

6. Require murals on historic property to be removed within 30 days of notice from the City if found to diminish the historic integrity of a building or district.
