Communication from City Manager and Director of Public Works with Request to Approve the PURCHASE of LIGHT-EMITTING DIODE (LED) SIGNAL LIGHTS from BROWN TRAFFIC PRODUCTS Based on their LOW BID (#12-15), in the Amount of $45,999.95.

BACKGROUND:
The City of Peoria's Traffic Division maintains a majority of the traffic signals throughout Peoria County. In 2004, the City replaced all of the older style traffic signal globes at City intersections to high efficiency LED globes. Those globes are nearing the end of their useful life, with many throughout the City needing replacement. These sporadic replacements cause inefficient use of our staff for repair.

In order to upgrade the LED globes on City-maintained traffic signals to current fixtures, the Public Works Department is proposing to change out all LED globes at intersections over the course of the next 4 years, or approximately 27 intersections annually. LED globes that are replaced, but still deemed to have serviceable life remaining, will be placed in inventory for spot replacement.

The Purchasing Division solicited bids for the purchase of LED signal lights for use on this project by Public Works electricians. The specifications of the LED signals meet the requirements of the Illinois Department of Transportation.

There were eleven (11) bids solicited and two (2) responded. The bid summary is attached.

FINANCIAL IMPACT: Funding for the purchase is provided in the Public Works Budget account 101-3352-544.49-04.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: The Public Works Department will be able to continue repairing, replacing and installing new traffic signals as needed.

IMPACT IF DENIED: The Public Works Department will have a limited supply of signals for replacements.
