Communication from City Manager and Director of Public Works with a Request to Approve the Following:
A. ACCEPT the Low BID of R.A. CULLINAN & SON, a Division of United Contractors Midwest, Inc. and Award a Construction CONTRACT, in the Amount of $3,781,340.34 to Construct the ALLEN ROAD/ALTA ROAD INTERSECTION IMPROVEMENT [District 5]; and
B. APPROVE and Authorize the City Manager to Execute a Construction Engineering Services AGREEMENT with MILLENNIA PROFESSIONAL SERVICES OF ILLINOIS, LTD., for a Not-to-Exceed Amount of $299,924.02, for the ALLEN ROAD/ALTA ROAD INTERSECTION IMPROVEMENT. [District 5]

BACKGROUND: This project involves the intersection improvement at Alta Road and Allen Road. When the flood-damaged double culvert under this intersection was replaced in 2013, the replacement culvert was extended to accommodate a future intersection improvement. (Refer to Items #13-208 and 13-281-B.) The City Council previously approved an engineering agreement with Maurer Stutz, Inc. (MSI) to provide design alternatives, public involvement, a Project Design Report, and Plans, Specifications and a Cost Estimate for the project. (Refer to Item #14-111.)
The ongoing IDOT-driven Allen Road reconstruction project, which extends from Townline Road on the south to north of the Alta Lane curve, began in 2014 and will finish in the fall of 2015. On May 1, 2015, Allen Road north of the Alta Lane curve will be closed to traffic for the IDOT work. This provides an opportunity to implement the City's improvement of the intersection of Alta and Allen Roads at the same time as the IDOT work, thereby imposing only one detour on the public.
To obtain public input on the proposed project, two public meetings were held by Fifth District Councilman Casey Johnson and City Engineer Scott Reeise on June 26, 2014 and October 16, 2014. Those public meetings' notices were advertised in press releases, on the City's web site, emailed to registered neighborhood associations, and emailed to e-Alert subscribers. Approximately 130 people attended the meetings, which were held at nearby Northwoods Church. Feedback from these public meetings resulted in added features to the project, such as enhanced pedestrian access and improvements to the Northwoods Church entrance. Based on the public input, staff recommended that the concept for the single lane roundabout with a right turn bypass be developed into construction plans. City Council approved this recommendation on November 11, 2014. (Refer to Item 14-452)
Bid Opening
The City's consultant, Maurer-Stutz prepared the Plans and Specifications and the bid letting was advertised on the city's web site and by publication on March 12th and 13th in the Journal Star. Two bids were received and opened on April 1st as follows:

Engineer's Estimate: $3.7 million
The April 1st bids were over the Engineer's Estimate, so Staff negotiated a value-engineered proposal with R.A. Cullinan for a total of $3,781,340.34. This project is scheduled to be substantially completed by December, 2015, with a start date in late April, 2015.
The good faith efforts documentation submitted by R.A. Cullinan has been reviewed and approved by the Equal Opportunity Manager. The company has awarded Minority Business Enterprises (MBEs) subcontracts equaling 8.6% and Women Business Enterprises (WBEs) subcontracts equaling 4.6% of the total contract amount.
Construction Engineering
The City selected Millennia Professional Services as the consulting engineering firm for the project. Millennia Professional Services has performed well as a construction services provider on the recent Washington Street Project. Attached is an agreement from Millennia Professional Services for construction engineering. The agreement includes 3,158 manhours at a not to exceed amount of $299,924.02, which is 8% of the Engineer's Estimate.

FINANCIAL IMPACT: Funds for this improvement come from Project M14347, the funds paid by the Illinois Department of Transportation to the City for the jurisdictional transfer of Alta Lane from west of Allen Road to Illinois Route 91. (Refer to #13-418; Ordinance #17026.) To-date, IDOT has paid $3.2 million of the $5.2 million J.T. agreement funding. The balance of the $2 million will be paid by IDOT in their 2016 FY which starts July 1, 2015. Design engineering funds were included in the 2014 Community Investment Program; construction, land acquisition, and construction engineering costs are included in the 2015 Community Investment Plan.

IMPACT IF APPROVED: The City will proceed with the construction of the Allen Road/Alta Road Intersection Improvement during the road closure for the adjacent, ongoing IDOT project.
IMPACT IF DENIED: The project will not be completed, and the grant funds could be jeopardized.
