Title
Communication from the City Manager and the Chief Information Officer for the SOLE SOURCE PURCHASE OF CAD 4G UPGRADE AND MICROFOCUS COBOL SOLUTION from APPLICATION DATA SYSTEMS INC. to upgrade the EMERGENCY COMMUNICATIONS CENTER DISPATCH SERVER SOFTWARE IN THE AMOUNT OF $62,922.00.
Body
BACKGROUND: Computer Aided Dispatch (CAD) is a method of dispatching emergency services personnel assisted by a computer. CAD consists of a suite of software packages used to initiate public safety calls for service, dispatch, and maintain the status of responding resources in the field. CAD is used by the emergency communications personnel as well as by field personnel utilizing mobile data computers.

The City of Peoria CAD system serves the City of Peoria (Police and Fire), Peoria County Sheriff, Bartonville, Peoria Heights, Chillicothe, AMT and seventeen local volunteer fire departments. The city has used CAD software since 1975.

Application Data Systems Inc. (ADSi) has provided software services to the city since 1986. In addition to CAD, ADSi provides approximately 40 different software applications for the Emergency Communications Center, Police and Fire Departments. CAD is an integral part of our public safety software system and provides the tools that a 911 call taker needs to handle calls for service as efficiently as possible. ADSI is a privately held company and is the only vendor where we can purchase the upgrade for CAD.

ADSi released CAD 4G in 2013, which offers a significant increase in capabilities for the Emergency Communications Center. The city was unable to upgrade while using the current ten year old IBM P-Series server. With the purchase of new servers from ACE Computers the city will be able to proceed with the software upgrade.

FINANCIAL IMPACT: Funding for the purchase is included in the CIP budget, Account #401-8401-551.53-04 Project CB1551
