Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of HOROWITZ CONCRETE, and Award the Construction CONTRACT in the Not to Exceed Amount of $170,000.00 for the 2015 HARRISON IMPACT ZONE SIDEWALKS PROJECT.

BACKGROUND: The Harrison Impact Zone projects were initiated in 2011.  The projects have primarily included sidewalk and ADA Ramp reconstruction in the two-block radius around Harrison Learning Center. The first phase of sidewalk reconstruction took place in 2011 with sidewalks on Grinnell Street and areas adjacent to the Harrison Learning Center. In 2012 and 2013, sidewalks and ADA ramps were reconstructed, along with the Folkers Avenue project, on Krause Avenue, Augustana Avenue, Grinnell Street, Arlington Avenue, Griswold Street, Oregon Street, and Montana Street.  The 2013 and 2014 contracts were combined into a single contract to reconstruct sidewalk and ADA Ramps along Hayes Street. The Impact Zone projects are not subject to the cost-share policies as would apply to Sidewalk Participation or Sidewalks In Need of Repair Programs.
 
The 2015 Harrison Impact Zone Sidewalk Project will reconstruct sidewalks along portions of Seibold Street, Meidroth Street, Trewyn Avenue, Hayes Street, and Folkers Avenue.  (See attached Location Map.)   
 
Bids for the project were advertised on March 12th and 13th, and five bids were received on April 1st, 2015, as follows:

Horowitz Concrete is a licensed contractor which has performed quality sidewalk work for the City of Peoria in recent past. Total engineering for this project is estimated at 15.5% of the estimated construction cost.
 
The Good Faith Efforts documentation that was submitted has been reviewed and approved by the Equal Opportunity Manager. The company will be using an MBE to provide trucking services.
 
Terra Engineering, Ltd. will be performing Phase 3 Construction Engineering services under their Master Engineering Services Agreement. Terra has previously performed the Phase 3 construction engineering for the Folkers Avenue reconstruction and Harrison Impact Zone Sidewalks 2012 and 2013/2014 projects.
 
FINANCIAL IMPACT: The 2015 Harrison Impact Zone Sidewalks Project will be funded utilizing the following:

NEIGHBORHOOD CONCERNS:   Harrison Impact Zone areas will receive upgraded and new pedestrian infrastructure.
      
IMPACT IF APPROVED:  Staff will move forward with issuing construction contracts to implement the Community Investment Plan.
 
IMPACT IF DENIED:   Staff will not be able to proceed with construction, and the implementation of the Community Investment Plan will be delayed.
 
ALTERNATIVES:   Provide further direction to staff.
