TITLE
Communication from the City Manager and Community Development Director with a Request to APPROVE a RESOLUTION Amending the EAST VILLAGE GROWTH CELL (EVGC) TAX INCREMENT FINANCING ECONOMIC DEVELOPMENT ADVISORY COMMITTEE CHARTER, to Establish Staggered Terms for Committee Members.

BACKGROUND:
On September 14, 2010, Council approved resolution 10-436 establishing the East Village Growth Cell (EVGC) Tax Increment Financing Economic Development Advisory Committee and Charter. On November 8, 2011, the Charter was amended to include two additional representatives from the 3rd Council District and on January 22, 2013, the Charter was amended again to provide an opportunity for review of City-appointed members, create a policy for unexcused absences, and modify the schedule for regular meetings.
The Charter shall be amended as follows (Attachment A):
* Establish Staggered Terms of Committee Members, as follows:
The terms of the Members shall be staggered so that six (6) members are appointed in an odd year and five (5) members are appointed in an even year.
The following Members shall be selected for a 24 month term period beginning July 1, 2015:
o One (1) Member of the City of Peoria
o One (1) Member of the County of Peoria
o One (1) Member of the OSF St. Francis Medical Center
o One (1) Member at large from Council District 1, can be resident of business owner
o Two (2) Members at large from Council District 3, can be resident or business owner
The following Members shall be selected for a 24 month term period beginning July 1, 2016:
o One (1) Member of the City of Peoria
o One (1) Member of School District 150
o One (1) Member of the OSF St. Francis Medical Center
o One (1) Member at large from Council District 2, can be resident or business owner
o One (1) Member at large from Council District 3, can be resident or business owner.
