BACKGROUND: The City of Peoria demolishes about 45-65 residential structures throughout the entire City on an annual basis. At times, demolition cannot occur until asbestos has been removed from the exterior of the structure. Often the asbestos is not discovered until the demolition has begun and a contractor is called in on a priority basis to remediate the problem. However, there are times when asbestos is present on the property and is identified before the demolition occurs.

The City of Peoria released an RFQ to create a list of contractors who will be able to bid on the residential projects on a case by case basis. The intent was to create competition for the work to keep the price reasonable and allow the demolition budget to be maximized.

Three contractors were approved based on the RFQ and will populate a list that will be used to bid residential asbestos removal projects. If approved by Council, jobs will be awarded through the bidding process and will not be brought back to Council on an individual basis for approval.

They are as follows:

M&O Environmental Company - 1625 W Altorfer Dr, Peoria, IL
Parkland Environmental Group, 2161 E Moffate Ave, Springfield, IL
Valor Technologies, 3 Northpoint Court, Bolingbrook, IL

Each project will be bid to the three contractors listed above with an acceptable timeline attached to each project.

FINANCIAL IMPACT: Funds are included in residential demolition program.

NEIGHBORHOOD CONCERNS: Asbestos removal is a part of the demolition program that removes blighted properties from the City of Peoria.

IMPACT IF APPROVED: Projects will be bid to three contractors to ensure competitive bids are received.
