Communication from the City Manager and the Director of Community Development with a Recommendation to AMEND an AGREEMENT with EAST BLUFF NEIGHBORHOOD HOUSING SERVICES (EBNHS) For FY2015, to Modify the Amount of Special Service Area (SSA) Funds Devoted to the Health and Safety Loan Program.

BACKGROUND:
On December 9, 2015, the City Council approved an agreement with EBNHS for 2015. The agreement estimated a levy amount of $55,000 ($15,000 per quarter) for 2015. In addition the agreement designated $15,000 ($3,750 per quarter) to the Health and Safety loan Program.

The actual about to be generated by the Special Service Area for 2015 is $51,621.61 ($12,905.40 per quarter), with potentially less actually collected. As a result, EBNHS has requested that the agreement be amended to specify the amount designated to operations, with the remainder devoted to the Health and Safety Loan Program.

The request is that $40,000 be specified for operations of the Organization and the remaining amount collected be devoted to the Health and Safety Loan Program.

FINANCIAL IMPACT: FY2015 SSA funds will be dispersed quarterly per the agreement terms.

NEIGHBORHOOD CONCERNS: No public meetings were held regarding the 2015 proposed agreement.

IMPACT IF APPROVED: The EBNHS will receive EBNHS Special Service Area funds for revenue received by the City from January 1, 2015 to December 31, 2015, with $40,000 for the use of personnel and operating expenses, and the remainder, approximately $11,000 designated annually for the EBNHS Health and Safety Loan Program

IMPACT IF DENIED: The agreement would remain unchanged and continue as approved on December 9, 2014.
