BACKGROUND: The Illinois Department of Transportation enters into local agreements with municipalities to maintain certain State Highways within the municipality. These agreements are for a period of ten years. The city's previous agreement was Item No. 05-338 for the period of July 1, 2005 through June 30, 2015. The attached, proposed agreement is for the period of July 1, 2015 to June 30, 2025.

This agreement covers 57.8 lane miles of streets for an initial annual payment of $180,450.41. The rate of compensation will be adjusted annually to reflect changes in miles maintained and cost. The cost adjustment factor used to determine the rates of compensation will be the percent change of the Construction Cost Index published in the Engineering News Record for the preceding calendar year.

New to this agreement is that Part 5 includes a clause to allow modifications to the location listing, as appropriate, and as mutually agreed to by both parties. Staff requests the City Engineer be listed as the representative who is authorized to approve those modifications.

FINANCIAL IMPACT: The City will receive approximately $180,450.41 annually from IDOT for street maintenance.

NEIGHBORHOOD CONCERNS: Maintenance of streets is fundamental to neighborhood safety.

IMPACT IF APPROVED: Additional funds will come to the City and the City will have more control over the maintenance of these streets within its boundaries.
