Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of CORRECTIVE ASPHALT MATERIALS, LLC and Award a Construction CONTRACT in the Amount of $227,080.10 for the CRF CONTRACT - 2015. [All Council Districts]

BACKGROUND: Public Works proposes to continue an annual CRF Restorative Seal contract to preserve roads in good condition in order to prolong their lifespan, and delay costly major reconstruction projects. CRF Restorative Seal is a petroleum oil and water emulsion plus maltene-based rejuvenator that provides pavement rejuvenation, as well as sealing the pavement.

Public Works prepared the contract specifications, advertised the project, and bids were received and opened on June 30, 2015, with one bidder submitting. There are not many area contractors that do this type of specialty work.

The Good Faith Efforts documentation submitted by Corrective Asphalt Materials has been reviewed and approved by the Equal Opportunity Manager. The company sought to subcontract the street sweeping. No Minority/Women Business Enterprises (M/WBEs) submitted a quote because none with the ability to perform this work could be found in Peoria or the surrounding metro area. A non-M/WBE was awarded the subcontract. The contractor has pledged to pursue the workforce utilization goals of 18% Minority and 3% Female.

FINANCIAL IMPACT: Funding is available through the 2015 Community Investment Plan for Pavement Preservation, Project PB1508.

NEIGHBORHOOD CONCERNS: Well-maintained roads are a benefit to all neighborhoods.

IMPACT IF APPROVED: CRF will be constructed.

IMPACT IF DENIED: CRF will not be constructed.
