BACKGROUND: Public Works proposes to continue the annual seal-coating contract to preserve roads in good condition in order to prolong their lifespan and delay costly major reconstruction projects. Seal-coating is a surface treatment used to extend the life of pavement in which the pavement is sprayed with asphalt, which is immediately covered with aggregate and rolled. Seal coats are used, primarily, to seal a pavement with non-load-associated cracks and to improve surface friction.

Public Works prepared the contract specifications, advertised for bids, and bids were received and opened on June 30, 2015 with one bidder submitting. There are not many contractors in this area that do this type of specialty work.

To get the project within the available budget, City staff met with R. A. Cullinan & Son to negotiate an agreed upon unit price for Bishop Avenue and Hamilton Road, due to the slightly different application rates than the other roads. The contract will be awarded for $183,738.74.

RA Cullinan/UCM is a local contractor which has performed numerous construction projects in the past for the City.

The Good Faith Efforts documentation submitted by R. A. Cullinan & Son has been reviewed and approved by the Equal Opportunity Manager. The company's Minority/Women Business Enterprise Waiver Request was granted because no subcontracting opportunity existed. Seal Coating is the only scope of work available. The contractor has pledged to pursue the workforce utilization goals of 18% Minority and 3% Female.
