BACKGROUND: The planning for the extension of Pioneer Parkway began in 2001. The total estimated project cost for the new roadway from Allen Road to Trigger Road is $75 million. On May 17, 2012, the Illinois Department of Transportation (IDOT) granted design approval for the Pioneer Parkway Extension segments of Radnor Road to Allen Road, and from Trigger Road to Wood Sage Road. On February 11, 2014, IDOT approved the Local Agency Agreement to purchase right of way for the extension of Pioneer Parkway from Allen Road to Radnor Road.

Through the assistance of then Congressman Ray LaHood, and Representative Leitch, the City is using two federal grants in the amounts of $1,000,000 and $1,600,000 to support 80% of the eligible costs for the project efforts.

Right of way acquisition services for the initial phase of the Pioneer Parkway extension project, from Allen Road to Radnor Road, have been in progress since City Council approved the Agreements with Crawford, Murphy, and Tilly, Inc. (CMT) and the corresponding Joint Agreement for Agenda Item #12-280 on June 26, 2012.

On December 9, 2014, City Council approved Amendment #1 with CMT for the right of way acquisition services (Item 14-490). However, the corresponding Amendment #1 to the Agreement with IDOT to use federal funds for 80% of the expenses was inadvertently omitted. That corresponding agreement approval ...
