BACKGROUND: To move forward with the Combined Sewer Overflow (CSO) Green Infrastructure initiative, flow monitoring data is needed to assess the volume and rate of water in strategic locations throughout the combined sewer system. The Greater Peoria Sanitary District (GPSD) also needs flow monitoring data to assess the impact of CSO system modifications on the wastewater treatment plant. GPSD has employed contractor ADS Environmental Services to provide and install the monitoring equipment. GPSD has agreed to pay 55% of the costs; the City will pay the remaining 45%. GPSD will bill the City periodically for the shared costs under the original 1987 intergovernmental agreement (attached). The data will be collected through fall, 2015. The results will determine the extent of Green Infrastructure required in the various areas of the CSO system.

The proposed Amendment is attached, and includes the contractor's quote and the flow monitoring locations. The 1987 agreement is also attached for reference.

FINANCIAL IMPACT: This work was anticipated, and funds are available in project S12003, CSO Long Term Control Plan.

NEIGHBORHOOD CONCERNS:

IMPACT IF APPROVED: Work will progress on our Green Infrastructure initiative to address CSOs.

IMPACT IF DENIED: Work will not progress, and the City could be subject to fines and penalties from the Environmental Protection Agency.
