Communication from the City Manager and Finance Director/Comptroller with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT with the ILLINOIS COMPTROLLER Regarding Access to the COMPTROLLER’S LOCAL DEBT RECOVERY PROGRAM.

BACKGROUND: In December of 2012, the City Council approved an Intergovernmental Agreement with the Illinois Comptroller’s Office. The attached Intergovernmental Agreement will replace the previous agreement adopted in 2012. The Intergovernmental Agreement will allow the City to participate in the offset system for local governments known as the Local Debt Recovery Program. This program can be utilized as a collection tool for fines, fees, taxes, and other qualified debt owed to the City. The fee of up to $20 is imposed by the Illinois Comptroller is charged to the debtor and not the City. The Local Debt Recovery Program can now be utilized simultaneously with our current collection agency.

 

FINANCIAL IMPACT: The City may realize increase in payments of outstanding fines, taxes, and fees owed to it.

 

NEIGHBORHOOD CONCERNS:   None

                     

IMPACT IF APPROVED:  The City will be able to utilize the State Comptroller’s Local Debt Recovery Program as another tool to collect fines and fees owed to the City.

 

IMPACT IF DENIED:   The City will not be able to take the advantage of an opportunity and benefits to use another collection tool with little cost to the City.
