Communication from the City Manager and Director of Public Works Requesting Approval of a SOLE SOURCE CONTRACT with ILLINOIS OIL MARKETING EQUIPMENT for an EMERGENCY REPAIR of an UNDERGROUND FUEL STORAGE TANK SUMP PUMP at the Public Works Operations and Maintenance Center, in the amount of $19,063.00.

BACKGROUND: A crack, which was allowing groundwater to leak into the fuel, has been discovered in the sump pump adaptor in one of the underground unleaded fuel storage tanks at the Dries Lane facility. The water has been pumped out of the tank, and a temporary sump pump has been installed in the observation well to keep further groundwater from entering the tank until repairs are made.

City staff solicited the repairs from contractors who provide this type of work. One contractor called could not schedule the work until November; the other contractor is the subject of this Communication. Attached is the proposal for the work from Illinois Oil Marketing Equipment, Inc.

FINANCIAL IMPACT: The total cost of $19,063 will be paid from Operating funds Account No. 101-3122-548.41-04 for Motor Vehicle Supplies - Fuel. A surplus is projected in this account, this year, due to the reduced price of fuel.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: Fuel tanks will be operating normally, and water contamination and loss of the existing fuel will be avoided.

IMPACT IF DENIED: Water will continue to enter the underground tank, which could cause the loss of $20,000 to $30,000 in fuel.
