BACKGROUND: In 2003, the City purchased GPS equipment technology for the Street Division's vehicles. This equipment provides various functions for tracking vehicles during snow events. The current software request would enhance this technology to aid us in calculating salt use throughout the snow season. With the use of this equipment, Staff would be able to monitor the rate of usage while the product is being applied, and advise the driver in real time to increase or decrease flow. This will help to eliminate unnecessary use of salt.

During an average snow event, as much as 1 ton of excess salt can be released. With 20 snow routes in the city, at a cost of $60.00 per ton of salt, the use of this technology could save up to $1,200 per storm. With an average of 16 snow events per season, based on this criteria, a return on the investment could be gained in less than three seasons.

In order to save even more on salt use, the city has implemented a policy to pretreat the roads with brine before a snow event.

The Fleet Division compared three different systems, and Certified Power was the only vendor that could provide the data needed. Their quote is attached. In addition, there are installation charges of $330 per vehicle, or $9,900.

FINANCIAL IMPACT: At a purchase cost of $1,423 and $330 installation per vehicle, a total of $52,577 will be paid from FY2015 Fleet Recapitalization Capital Fund Project CB1519.
