BACKGROUND: The City's consultant, Crawford, Murphy, and Tilly, Inc., has proceeded with the right-of-way acquisition of the needed parcels for the Pioneer Parkway Extension project. The consultant's staff has appraised and completed negotiations for the needed right-of-way from parcel 14-07-201-010. The negotiations have resulted in an agreement in the amount of $28,000.00 for the purchase of 4,624 square feet of land. The property is owned by the Church of Christ Northwest. Attached is a copy of the signed documents. This property is located 7722 N. Allen Road. Staff recommends payment for this land acquisition.

FINANCIAL IMPACT: The total of $28,000.00 will be paid to the Church of Christ Northwest from Project MPP121, Pioneer Parkway Extension Land Acquisition (Radnor to Allen), which is funded in an 80% reimbursement amount through a federal grant.

NEIGHBORHOOD CONCERNS: This road extension project will allow better access to this portion of the City and provide access to developable land. The development community in this area is very interested in the construction of this project. The formal Public Hearing for the project was held in March, 2011.

IMPACT IF APPROVED: The City's consultant will proceed with the land acquisition for this parcel, which is required in future to begin construction on the first section of the planned roadway extension.

IMPACT IF DENIED: The Council would need to provide further direction to Staff.
