BACKGROUND: On November 9, 2012, bids for the Warehouse District Infrastructure Improvements were opened. On December 11, 2012, the Illinois Department of Transportation awarded the contract for the low bid of $9,877,627.99 to R.A. Cullinan & Son, A Division of United Contractors Midwest, Inc. Work started on the Warehouse District project in early March of 2013 and will be substantially complete by November 30, 2015.

Originally, the TIGER II project included marking the pavement with thermoplastic; however, in order to align with what staff will be recommending in the future, we have requested of IDOT to switch the material to modified urethane. A few months ago, the City of Peoria's pavement marking vehicle was damaged and is inoperable. Staff is currently working through the options to replace that thermoplastic truck with an alternate. Staff will not be recommending moving forward with the same marking process used in the past, since the performance of the thermoplastic product has not performed satisfactorily.

Staff received a quote for modified urethane from R.A. Cullinan's subcontractor, Varsity Striping, in the amount of $85,117.66 to perform the work under their existing contract. That quote, attached, did not include inlaying (grooving) the markings into the pavement, which has been effective in making markings last 7 times longer.

The RoadSafe quote includes inlaying the pavement marking, for $40,634.45 of the total $110,944.90 quote (see attached), leaving $70,310.45 quoted for the same pavement marking items that Varsity quoted at $85,117.66.
