CULLINAN & SON, A Division of UNITED CONTRACTORS MIDWEST, and Award the CONSTRUCTION CONTRACT, in the Amount of $434,731.28, with an Additional Authorization of $21,736.56, for a Total Award of $456,467.84 for the COLUMBINE ROAD RECONSTRUCTION (NORTHTRAIL DRIVE TO HICKORY GROVE ROAD). (Council District 5)

BACKGROUND: Under Item# 15-376, City Council approved the 2016-2017 Biennial Budget including tax levies to fund road and bridge repairs. The funds generated from this levy have gone toward several road projects in the City limits in Year 2016. Columbine Road was in the first round of residential roadway reconstruction planning for the Year.
The Public Works Department had previously investigated all roadways in the City and assigned a Pavement Condition Index rating to the roadways. Columbine Road from Hickory Grove Road to Northtrail Drive was rated as a 41 on the index. A Pavement Condition Index (PCI) of 41 is a lower level than what pavement preservation can fix and complete reconstruction is necessary.
The Public Works Department is implementing proposed Manual of Practice standards to the infrastructure improvements along Columbine Road. These improvements include narrowing the road from 34 feet to 28 feet and thickening the pavement.
Columbine Road Reconstruction was advertised and bids were opened on June 16, 2016 with three bids received as follows:
