Communication from the City Manager and Director of Public Works with a Request to Approve an AMENDMENT to the LANDFILL INTERGOVERNMENTAL AGREEMENT for the Peoria City/County Landfill Committee.  (Refer to Item No. 97-052-D)

BACKGROUND: On May 23, 2016, the Peoria County’s Health, Public Safety and Justice Committee discussed and approved the attached changes to the Intergovernmental Agreement (IGA).  The IGA between the City and County represents management of their landfills and jointly owned property.  The Peoria City/County Landfill Committee operates under the guidelines as outlined within the IGA.  In addition to the duties of each entity, there is a section outlined for member selection.  The proposed revisions to the language would allow more flexibility for the process of appointing the seven member panel.  The current IGA references the Solid Waste Committee, which has been morphed into different committees since the agreement’s signing date in 1997.  This proposed agreement would clarify procedures by which the Committee has been operating.  If approved, it would supersede all previous Intergovernmental Agreements for the Solid Waste Committee.
