Communication from the City Manager and Director of Public Works with a Request for the Following:
A. APPROVE a MOTOR FUEL TAX RESOLUTION in the Amount of $973,033.16 for Construction and Construction Engineering Services for the UNIVERSITY STREET ASPHALT MILL AND OVERLAY PROJECT (FORREST HILL AVENUE TO WAR MEMORIAL DRIVE);
B. ACCEPT the LOW BID of R.A. CULLINAN & SON, a Division of United Contractors Midwest, and Award the Construction CONTRACT in the Amount of $893,033.16 for the UNIVERSITY STREET ASPHALT MILL AND OVERLAY PROJECT (FORREST HILL AVENUE TO WAR MEMORIAL DRIVE). (Council District 2)

BACKGROUND: The City Council awarded the construction contract for the first phase of University Street's 2016 improvement, from Forrest Hill Avenue to War Memorial Drive/US 150, as Item #16-212 to Illinois Civil Contractors Inc. The first phase of construction allows for the curb, gutter, storm drain, sidewalk, driveway, pavement base course, landscaping, and electrical improvements to establish the roadway elevations for the second phase to begin work.
This second phase of construction incorporates the asphalt mill and overlay, along with sections of roadway concrete base patching. This phase will complete the roadway improvement of University Street from the north side of Forrest Hill Avenue to War Memorial Drive/US 150.
The project design was approved by IDOT and the bid letting was advertised locally and through the IDOT Contractor Bulletin on July 8th and 11th, 2016. Bids were opened on July 26, 2016 with one bid received as follows:
